The purpose of the event is to establish and develop contacts between cities in the territory of the Union of Independent States, the Eurasian Economic Union, the BRICS and the Shanghai Cooperation Organization, as well as to develop new mechanisms for the interaction of municipalities within the framework of economic, scientific, technical, humanitarian and other types of cooperation between their countries.

Among the anticipated Forum participants, there are the representatives of Russian cities and their partners (from the countries included in all of the aforementioned international associations), chairmen of relevant committees of the Federation Council and the State Duma, representatives of Russian and foreign associations of municipalities, scientists and political experts, as well as media representatives.
